Description
Adds an email notification subscription toggle to the Assignment Requests page for admins and owners.
Subscribed admins receive an email with a link to review new assignment requests that require approval.
Motivation and Context
Closes #234.
How Has This Been Tested?
This has been tested locally with dev email log.
