Prepares the v1.3.0 tag: version.properties now reads 1.3.0 / 103000 so F-Droid checkupdates and the release workflow's metadata check match the tag, and both locales get the 103000 changelog covering the mobile-data-off option, the H:MM display fix and the one-revolution dial animation fix.
