Summary

Turns the two remaining open threads from docs/market-research-2026-08.md §8.3 into artifacts.

1. The interop experiment has been run. examples/acta_receipt_interop.py transcodes a signed portable receipt into the ScopeBlind ACTA envelope (draft-farley-acta-signed-receipts) as a custom agentmiddleware:governed_invoke receipt type:

  • Inner production signature verified over the exact signing_input bytes — the same check b2a-verify-receipt performs, never a re-serialization.
  • Outer envelope per the draft's conventions: Ed25519 over JCS (RFC 8785) canonical bytes, issuer_id bound to the signing kid, hex signature.
  • The economic linkage — ledger entry, idempotency record, permit, credits; the row no surveyed receipt format defines — carried as first-class fields, with the untouched original bundle embedded so cryptographic trust never depends on the transcoder.
  • Fail-closed everywhere: unverified inner signatures, tampered signing_input, kid mismatches, missing economic linkage, and floats in the JCS subset are all refused — each with a negative test.

The demo runs against the checked-in public proof artifact (site/proof/receipt.json) and both signatures verify. Measured cost: ~200 lines plus tests, zero trust-plane changes — replacing §8.3's estimate with a fact. It lives in examples/ deliberately: not an SDK export, not a route, not a product surface. WEDGE.md's freeze discipline stands; shipping interop remains a product call, now a costed one.

2. The demand question has an instrument. docs/partner-interview-script.md operationalizes the one question research cannot answer (does anyone pay for charge-once semantics?):

  • Past-tense-only discovery — incident excavation first, the product unmentioned for the first 25 minutes, honoring ELEVATOR_PITCH.md's rule that the first conversation must establish existing controls are insufficient before the product is proposed.
  • Current mitigations treated as the real competitor (the build-it-yourself decorator is the thing to beat, per /compare/).
  • Money questions about past spend, never "would you pay?"
  • A commitment test priced in a named engineer's afternoon rather than enthusiasm.
  • A per-call scoring table and a decision rule committed before the interviews: 3/5 past-tense incidents + 2/5 commitments → paid-pilot conversation; incidents without commitment → reposition around evidence rather than reliability; no incidents in five calls → the market isn't here yet, pause the sales motion.
  • An explicit prohibition on using the LangGraph production citation to manufacture pain in a prospect who doesn't have it.

Also updates market-research-2026-08.md §7/§8.3 to point at both artifacts, and CHANGELOG.md.

Type of Change

  • feat
  • fix
  • docs
  • refactor
  • test
  • chore

New example + tests + docs. No application code, no API surface, no trust-plane behavior changed.

Validation

  • pytest -q — 51 passed across the new interop suite (8 tests incl. negative paths), wedge-honesty, and site contracts; new example demo run manually against the real proof artifact with both signatures verifying
  • python scripts/export_openapi.py --check — n/a, no API surface change
  • python scripts/generate_sim_inventory.py --check — n/a
  • manually tested key endpoint paths — n/a for endpoints; python3 examples/acta_receipt_interop.py site/proof/receipt.json verified end-to-end
  • updated docs/config examples if needed — research doc §7/§8.3 and changelog cross-reference both artifacts
  • no new claim contradicts SECURITY_LIMITATIONS.md — the example's docstring states what it deliberately does not do (no production-key re-signing, no product surface), and the interview script inherits the never-claim list verbatim

make trust-release-gate not run: no permits, receipts, metering, idempotency, audit, or governed MCP path code is touched — the example only reads published artifacts.

Risk

  • low
  • medium
  • high

Notes on migration, rollout, or rollback concerns:

None operational — an examples/ module, a test file, and two doc updates. Rollback is a revert.

The one genuine risk is strategic, and it is stated in the example's docstring rather than hidden: adopting the ACTA envelope for real would be a bet on one vendor's non-standards-track draft, and that vendor is the closest competitor. This PR makes the bet cheap to evaluate; it does not place it.

Branch note: restarted from origin/main after #288 merged, per the merged-PR convention; the force push replaced only already-merged history.

Note

Low Risk
Changes are isolated to examples, tests, and documentation with no production API or trust-plane behavior modified; cryptographic code is experimental and explicitly not promoted to a product surface.

Overview
Adds running code for the market-research interop question: examples/acta_receipt_interop.py transcodes a signed portable receipt into the ScopeBlind ACTA envelope as agentmiddleware:governed_invoke, verifies the inner signature over exact signing_input bytes, signs the outer envelope with Ed25519 over a minimal JCS subset, and carries ledger/idempotency linkage as first-class fields with the original bundle embedded. tests/test_acta_receipt_interop.py pins fail-closed behavior (tampering, missing linkage, alg mismatches, floats). This stays in examples/—not an API or SDK surface.

Adds docs/partner-interview-script.md, a past-tense discovery script with scoring and a pre-committed decision rule (five qualified interviews) for whether teams will pay vs. patch locally.

docs/market-research-2026-08.md, CHANGELOG.md, and .gitignore (.claude/worktrees/) are updated to reference the new artifacts.

…trument

Continues the two open threads from docs/market-research-2026-08.md §8.3,
turning both from recommendations into artifacts.

The interop experiment has been run. examples/acta_receipt_interop.py
transcodes a signed portable receipt into the ScopeBlind ACTA envelope
(draft-farley-acta-signed-receipts) as a custom agentmiddleware:governed_invoke
receipt type: inner production signature verified over the exact signing_input
bytes exactly as b2a-verify-receipt does, outer Ed25519-over-JCS envelope with
issuer_id bound to the signing kid, and the ledger/idempotency/permit linkage —
the row no surveyed format defines — carried as first-class fields. The demo
runs against the checked-in public proof artifact and both signatures verify.

Fail-closed by design: unverified inner signatures, tampered signing_input,
kid mismatches, missing economic linkage, and floats in the JCS subset are all
refused, each with a negative test (8 tests total). Deliberately an experiment
in examples/, not an SDK export or route — WEDGE.md's freeze discipline stands,
and shipping it is a product call. The measured cost (~200 lines, no
trust-plane changes) replaces the estimate in §8.3.

The demand question has an instrument. docs/partner-interview-script.md is a
past-tense-only discovery script: incident excavation first, the product
unmentioned for 25 minutes, current mitigations treated as the real competitor,
money questions about past spend rather than hypothetical willingness, a
commitment test priced in a named engineer's afternoon, a per-call scoring
table, and a decision rule committed before the interviews (3/5 incidents +
2/5 commitments → paid-pilot conversation; incidents without commitment →
reposition around evidence; no incidents → the market isn't here yet). The
script explicitly forbids using the LangGraph citation to manufacture pain.

Also updates §7/§8.3 of the research doc to point at both artifacts, and the
changelog.

Tests: 51 passed across the new suite, wedge-honesty, and site contracts.
Ruff clean.

The interop example can accept a signature whose declared algorithm differs from the algorithm used for verification, weakening its fail-closed behavior and potentially misleading readers about compatibility. The issue is confined to the example and is mergeable with explicit owner awareness or a follow-up fix.

CI is red for an infrastructure reason, not a code failure — blocked on the account's GitHub Actions limit.

Two consecutive runs on this PR (run 763 on 5255d26, run 764 on the retrigger commit 3da966d) show the same pattern on all 14 jobs: "completed: failure" within ~2 seconds of creation, runner_id: 0 (no runner ever assigned), no steps executed, and completely empty check-run output. GitHub refused to start the jobs.

Evidence it's account-level, not this PR:

  • The five dependabot CI runs that started at 00:18 UTC ran normally and passed, finishing after this PR's first run was refused at 00:22 — consistent with already-running jobs completing while newly starting jobs get refused once a usage/spending limit is hit.
  • Cursor's Bugbot also failed on this PR at the same time with its own explicit "usage limit reached" message (separate vendor, same symptom).
  • Locally on this exact tree: ruff clean, 51 tests passing.

Action needed (owner-only): check Settings → Billing → Actions for the account — included minutes exhausted, spending limit reached, or a failed payment. Once lifted, CI can be retriggered with a re-run (or I'll re-run it at my next check-in and confirm green).

- Around line 77-85: The interview decision matrix should explicitly track
qualified_n and support an unknown outcome, including cases with insufficient
commitments, fewer than five qualified interviews, mixed incident results, or
inadequate evidence. Define every scoring outcome and make the decision rule
default unhandled or unknown cases to conducting more interviews; also clarify
the screening denominator so qualified_n is unambiguous.
- Around line 19-21: Align the interview timing instructions to one consistent
reveal boundary: update the opening “first 25 minutes” guidance, the “next half
hour” wording, and the timings in sections 0–3 and the additional referenced
sections so they all use the same duration and reveal point.
- Around line 26-28: Revise the discovery questions around Section 4 and the
referenced prompts near the “idempotency keys” and “signed receipt” wording to
use neutral, non-solution language. Make Section 4 the sole explicitly marked
point where product vocabulary is permitted, while preserving the instruction to
record the respondent’s own terminology.
- Around line 17-18: Update the commitment test and its related prompts to
require observable past-tense evidence rather than hypothetical answers: capture
a named engineer, staging environment, and scheduled next step, and revise the
scoring table to record these fields instead of only a yes/no result. Apply the
change consistently to the commitment-test sections referenced by the existing
interview script symbols or headings.
- Around line 3-6: Align the interview script’s Purpose and follow-up sections
with the evidence they collect: either narrow the Purpose and the transitions
around the paid-pilot discussion to validating the problem and pilot interest,
or add questions establishing prior buyer approval, budget ownership, and
procurement requirements before discussing payment. Update the related sections
identified by their interview-question and paid-pilot symbols while preserving
the existing research scope.
- Around line 56-61: Replace the compound incident question in the interview
opener with a broad, open-ended prompt that invites the partner to describe a
relevant incident in their own terms, without presupposing retries, expensive
side effects, duplicate execution, or missing evidence. Preserve the surrounding
interview structure and 3-of-5 decision rule.

In `@examples/acta_receipt_interop.py`:
- Around line 209-220: Update verify_acta_receipt to require
signature_block["alg"] to be exactly "Ed25519" and validate that
signature_block["sig"] is a well-formed hexadecimal value before calling
public_key.verify; reject either malformed field with TranscodeError. Add a test
that modifies only signature["alg"] and confirms verification fails.
- Around line 122-155: Update the verification flow around the bundle validation
and VerifiedBundle construction in examples/acta_receipt_interop.py#L122-L155 to
accept a trusted key record binding kid, public key, and issuer, then reject
bundles whose issuer differs from that record; do not treat the unsigned issuer
as verified provenance. Add a regression test in
tests/test_acta_receipt_interop.py#L34-L62 that mutates bundle["issuer"] after
signing and asserts transcoding fails. Update
docs/market-research-2026-08.md#L315-L322 to retain the independent-verification
claim only with issuer-to-key binding, otherwise label issuer as unverified
wrapper metadata.

Verify that the product reveal matches the shipped artifact.

Based on the supplied PR objectives, this PR adds receipt transcoding and verification. It does not add an application gateway or trust-plane enforcement. Lines 121-125 describe at-most-one dispatch and debit guarantees. If this script describes the current artifact, label these statements as future product hypotheses. …rview-script rigor

Interop example:
- verify_portable_bundle now takes expected_issuer: the wrapper's issuer
field is outside the signed bytes, so it is checked against the issuer
bound to the key material in the trust-keys snapshot instead of being
  trusted on its own. Demo and roundtrip test pass the snapshot's issuer;
a new negative test mutates issuer post-signing and is refused.
- verify_acta_receipt now rejects a signature block whose alg is not
Ed25519 or whose sig is not a hex string; new test tampers only alg.
- Research doc no longer implies the issuer label itself is signed.

Interview script:
- One timing boundary: reveal at ~minute 25, framing says 25 minutes.
- §1 opens with a broad narrative prompt before the pointed probe, so
incidents that don't fit our shape still get told.
- §2 no longer supplies 'idempotency keys'; it reuses the interviewee's
own words (rule 5 marked as applying everywhere except §4).
- §3 adds the buyer question: last approver, budget owner, procurement.
- §3's vendor question is past-tense ('has the fix ever broken') instead
  of hypothetical.
- Commitment test requires observables on the call: named engineer, named
staging environment, scheduled date — scoring table records each.
- Decision rule defines qualified_n, adds an unknown outcome, and defaults
every unlisted pattern to more interviews, not a decision.

Tests: 53 passed (interop, wedge-honesty, site contracts). Ruff clean.

…nsistency

- verify_acta_receipt refuses an envelope whose issuer_id or signature kid
is missing or empty, closing the None == None bypass where a valid
signature could verify with no declared signer; regression test signs a
body with neither field and asserts refusal.
- Commitment test uses one scheduling condition everywhere: date scheduled
or a concrete scheduling step taken on the call, in the prompt, the
scoring table, and the decision rule.
- Commitment gate explicitly marked pre-qualification, pointing at the
stricter Pilot Acceptance Test in 30-day-customer-validation.md
(partner-owned agent, partner-owned staging MCP tool, partner engineer,
  independent partner-side receipt verification).
- Paid-pilot selection is deterministic: earliest scheduled staging date,
tie-break on buyer-evidence completeness, then interview order; 'the
  strongest one' removed.
- §2 opens with a neutral 'what, if anything, did you change' so a
no-mitigation answer records as none instead of being presupposed away.

Status: everything on this PR is done except one owner action — the GitHub Actions billing limit.

Complete as of dc062ca:

  • ✅ CodeRabbit review converged: three rounds, 14 findings, all fixed and confirmed ("no actionable comments" on the last two passes; merge risk 🔵 Low). Includes two real hardening fixes in the example: issuer bound to the trust-keys record, and full signature-block validation (alg allow-list, non-empty signer identity).
  • ✅ The last non-blocking warning (docstring coverage) cleared — every function in the example and test module now has a docstring.
  • ✅ Verified locally on this exact tree: 16 interop tests + wedge-honesty + site contracts passing, ruff clean, demo verifies both signatures against the checked-in production proof artifact.

Blocked (owner-only):

  • ❌ CI: eight consecutive runs (763–770) refused in ~2 seconds with no runner assigned — the account-level Actions usage/spending limit (details in my earlier comment). Fix in Settings → Billing → Actions, then re-run the latest workflow run (or push any commit); nothing in this PR's code is failing.

No further pushes from me until the limit is lifted — my watcher re-checks periodically and will drive the first real run to green.

CI reproduced locally: all 14 jobs green. And the Actions block is confirmed billing — with the branch-specific explanations positively excluded.

Since GitHub won't run CI, I executed every job's actual run: steps from .github/workflows/ci.yml locally at head dc062ca, each in an isolated git worktree, under the same interpreters the matrix uses.

Every job passes

Job Result Evidence
lint ✅ ruff All checks passed!; mypy no issues found in 172 source files; doc-reference check 249 refs across 242 files all resolve
secret_scan ✅ gitleaks 8.21.2 (workflow's pinned version) → no leaks found; the known-bad-credential canary step correctly did flag its canary
test (3.11) ✅ 1676 passed, 25 skipped; 62 trust-primitive invariant tests; coverage gate 82.45% vs 80% floor; demo + red-team smoke (10/10 attacks denied); OpenAPI single-source; sim inventory; Alembic-from-empty
test (3.12) ✅ 1676 passed; coverage 82.53%; all gates
test (3.13) ✅ all steps green
python_sdk ✅ all four legs — 3.10.20, 3.11.15, 3.12.3, 3.13.12 — wheel + sdist built, clean-venv install, SDK tests and lint against the installed wheel
invariant_attack_proof + trust_release_gate ✅ crash-storm proof ran, evidence redacted and validated; release gate green
postgres_trust + postgres_permit_concurrency ✅ against a real Postgres 16: 65 passed; migrations applied (schema verified via \dt); two-process governed-MCP proof; permit row-lock concurrency proof
production_trust ✅ 6/6 posture tests, incl. proof_surfaces off and dogfood stubs absent under prod flags

Adaptations were only infrastructural (venv per interpreter in place of actions/setup-python, Docker Postgres in place of the service container, no sudo as root) and are recorded per job. Nothing was reported green without being run to completion. Honest scope caveat: within lint, only ruff actually covers this PR's files — mypy app/ and check_doc_references.py (which scans app/, scripts/, migrations/) don't reach examples/, tests/, or docs/. The test jobs do cover them.

(Reproduced at dc062ca; the branch tip 0932b18 only adds five .gitignore lines, which cannot affect any check.)

The refusal is an account-level billing gate — proven, not assumed

I tried to falsify this. The decisive evidence:

  • Sharp time cutoff, not branch-scoped. Run 762 (ci.yml, dependabot branch) succeeded at 00:18:28Z in 257s. Run 763 failed at 00:22:11Z in 5s. Since then: 24 ci.yml runs + 1 docker-publish run + 1 Copilot run, across 11 branches (including main) and 3 actors — every one refused. No survivors.
  • Built-in controlled experiment. Branch dependabot/pip/alembic-gte-1.19.1 ran the same workflow as the same actor: run 762 succeeded in 257s, run 775 died in 4s. Only the clock changed. That excludes any branch-, PR-, actor-, path-filter-, or workflow-content explanation.
  • The billing-exempt lane still gets runners. At 01:27–01:28, Dependabot's own update jobs (exempt from Actions billing) ran 56s on runner_id: 1000140090, while billable jobs on the same repo and same ubuntu-latest label got runner_id: 0 and were refused in 4s. Same platform, same moment — only the billing status differs.
  • get_workflow_run_usage returns billable.UBUNTU.total_ms: 0 for all 14 jobs; no steps key ever materializes; check-run output is empty because no runner attached.

Alternatives each falsified: Actions-disabled (runs are still created and expand into 14 jobs), approval-gating (that yields status: waiting/action_required, and run 772 was the owner's own push to main), org policy (account owner type is User), a ci.yml defect (all workflows parse; a bad workflow gives startup_failure with zero jobs; docker-publish.yml failed identically; ci.yml is byte-identical to when runs 755/757 passed), a platform incident (status feed clean; Dependabot ran fine), concurrency cancellation (no top-level concurrency key, and that yields cancelled).

What can't be distinguished from outside: whether it's included-minutes exhausted, a spending limit at $0, or a declined payment method. All three produce this exact signature. → Settings → Billing → Actions (and payment method).

The docstring warning is stale, not real

57.14% = 12/21 defs — the state at 23be3dd. dc062ca added the 9 missing docstrings, taking it to 21/21 = 100% (verified by full AST enumeration under 62 candidate counting rules; the bot's own inline LGTMs land on exactly those 9 new docstrings). The number lives in a pre-merge-check block that wasn't recomputed. No code change needed. I'm deliberately not posting @coderabbitai resume + review to refresh it, since reviews here are now usage-billed per file and the warning is cosmetic and non-blocking — that's your call, not something worth spending on.

Tip

For best results, initiate chat on the files or code changes.

@PetrefiedThunder, thanks for the detailed validation.

The reported evidence is consistent with an account-level GitHub Actions billing or payment restriction. The jobs fail before runner assignment, so they do not provide CI evidence about this PR.

The local reproduction covers the workflow run: steps and reports all 14 jobs as passing. The .gitignore-only change at 0932b18 does not affect those checks.

The 57.14% docstring result applies to the earlier 23be3dd state. Based on the reported 21/21 function-docstring check at dc062ca, no code change is needed for that warning.

The remaining action is for the account owner to restore Actions capacity or payment status, then rerun the latest workflow.

Learning: For GitHub Actions in this repository, jobs that fail within seconds with `runner_id: 0`, zero billable usage, no `steps` data, and empty check-run output indicate runner allocation was refused before workflow execution. In the reported incident, the same result affected multiple workflows, branches, and actors while Dependabot billing-exempt jobs still received runners; the likely remediation is to check the account GitHub Actions billing, spending limit, included minutes, and payment status.

Learning: On PR `#294`, the reported `57.14%` docstring-coverage warning reflects commit `23be3dd`, where 12 of 21 functions had docstrings. Commit `dc062ca` adds the remaining nine docstrings, and the example and test modules reportedly have 21 of 21 documented functions. Treat the earlier warning as stale unless a new analysis contradicts it.

Re-verified after the main merge — still green at 88b6438.

The merge of main (bringing in #300) moved the branch tip past the dc062ca I'd previously verified, so that evidence no longer covered the head. Re-ran locally at the merge commit:

  • Full suite: pytest tests/ -m "not production_trust" → 1677 passed, 32 skipped, 6 deselected (143s) — one more test than before the merge, from test(crash): exercise every instrumented fault point #300's new fault-point coverage.
  • production_trust → 6 passed
  • ruff check . → All checks passed
  • Interop + site-contract + wedge-honesty suites → 59 passed
  • Interop demo against the real published proof artifact → inner signature VERIFIED (kid=railway-prod-ed25519), outer envelope VERIFIED

Merge itself is clean: no conflict markers anywhere in the tree, and this PR's three new files are intact in the diff against origin/main.

Not re-run at this tip (unchanged since the earlier full reproduction, and untouched by the merge): the Postgres jobs, invariant_attack_proof, trust_release_gate, python_sdk wheel legs, and gitleaks. Say the word if you want those re-done at 88b6438 too.

CI runners are still refused (newest billable run 787, 02:51Z, 4s, no runner), so this remains local evidence rather than a green check — the blocker is unchanged: Settings → Billing → Actions.

✅ Actions billing restored, CI ran for real, and this PR is green.

Run 31996678253 on 88b6438 — all 14 jobs success (227s, real runners): test 3.11/3.12/3.13, python_sdk 3.10–3.13, lint, secret_scan, postgres_trust, postgres_permit_concurrency, invariant_attack_proof, trust_release_gate, production_trust. Vercel Agent Review also green. mergeable_state: clean.

The recovery boundary is as sharp as the failure was: billable runs went from 4s refusals to 222–250s successes starting ~05:01Z. That confirms the diagnosis — the block was account-level billing, not this branch, and it matches the local reproduction, which predicted every one of these jobs would pass.

Only remaining note is the ⚠️ docstring-coverage pre-merge warning, which is stale (measured at 23be3dd; head is 21/21 = 100%) and non-blocking.

This is ready to merge whenever you want it — I'm not merging it myself without your say-so.
