### 🔒 Security

- **The governed AWI HTTP charge is now keyed to its idempotency record.**
`awi_http_governance.py` called `money.charge()` with no `operation_key`, so
the debit had neither the `uq_ledger_wallet_operation_key` constraint nor the
adopt-the-existing-debit recovery the governed MCP path relies on. If the
charge committed but its acknowledgement was lost, the handler released the
permit budget and *completed* the idempotency record as `charge_failed`; the
caller's key then replayed a permanent error, so a retry under a fresh key
was **debited a second time for one logical action**, and because
`response_json` was non-NULL neither reconciler branch ever flagged the
orphan. Six governed endpoints route through this path. Unlike the
read-modify-write races elsewhere in this codebase, this one did not depend
on a row lock being a no-op — it was exposed on PostgreSQL too.
- **The public MCP `verify_receipt` tool no longer describes a caught forgery
as a verifier limitation.** It reports `MISMATCH` before consulting
`is_tampered`, so a bundle whose envelope disagrees with its signed content
is not narrated to the model as a bad signature — or, previously, as
"CANNOT VERIFY (unsupported)". See `b2a_sdk/CHANGELOG.md` for the verifier
change this depends on.
- **`.env.production` now sets `ENVIRONMENT=production`.** It omitted the
variable entirely, so `Settings.ENVIRONMENT` fell back to its `"local"`
default and `is_production_like_environment()` returned `False` — meaning a

Reject a missing record_id before charging.

All current route callers obtain gov from begin_awi_http_governed, but direct context construction can still pass operation_key=None and create an unkeyed debit. Make record_id required or reject it before money.charge. Add a negative-path test.

Verify known-key bundles before returning UNSUPPORTED.

signing_input is still attacker-controlled until its signature verifies. An attacker can edit alg or canonicalization in a genuine bundle while retaining its original signature. Lines 376-395 then return UNSUPPORTED before the available Ed25519 key verifies the exact bytes. This converts a detectable INVALID receipt into an undetermined capability result.

  • b2a_sdk/src/b2a_sdk/receipt_verifier.py#L376-L395: when key_id resolves to a trusted Ed25519 key, verify the exact signing_input bytes before returning a capability status based on payload metadata.
  • b2a_sdk/tests/test_receipt_verifier.py#L122-L140: remove fixtures that treat unsupported values in an unsigned payload as signer-declared; move signature-dependent cases to the cryptography-enabled suite.
  • tests/test_public_mcp_endpoint.py#L624-L652: do not assert that an unsigned payload declaration is a preflight unsupported result; assert the post-verification rejection path instead.
  • tests/test_receipt_portability.py#L700-L751: add cases that alter alg and canonicalization inside a verified bundle’s signing_input without re-signing, then assert rejection rather than UNSUPPORTED.
  • b2a_sdk/CHANGELOG.md#L15-L21: update the security claim after the verifier only treats these fields as trusted following signature verification.

As per coding guidelines, include relevant negative-path tests.
