SEL-498 (G1): make unkeyed /mcp tools/call safe to retry
Reviewer: VS Code Codex
Problem
Unkeyed calls minted a fresh mcp-auto-<uuid4> key and a fresh auto permit on every attempt (mcp_standard.py_governed_tools_call, and mcp.py_maybe_mint_demo_permit). A retry after a lost response therefore dispatched and charged a second time.
Design
New app/services/mcp_retry_key.pyderive_unkeyed_retry_key() returns mcp-retry- + sha256 over: wallet id, API key id, tool name, canonical JSON of the arguments (sorted keys, compact), the window, and floor(now / window).
The JSON-RPC id is left out on purpose, because retries arrive with fresh ids (MCP #3394).
The derived key is passed as client_key to _mint_auto_permit. The retry then resolves to the same auto permit through the existing idempotency record and replays the original receipt. A concurrent duplicate gets the retryable -32005 idempotency_in_progress.
New setting MCP_UNKEYED_RETRY_WINDOW_SECONDS (default 300). Setting it to 0 turns off derived keys, so every unkeyed call is refused with idempotency_key_required. There is no random key.
Unchanged:
Keyed calls don't touch this path.
The human-approval gate still requires an explicit client key.
A governed /mcp/messages call without a key is still refused.
Known limits (documented in failure-semantics.md and request-keys.md)
A retry that crosses a window boundary is a new operation.
Identical deliberate unkeyed calls within one window collapse into one. Callers who need repeats must send their own keys.
Contract change
test_standard_unkeyed_calls_are_documented_as_new_operations pinned the old behavior. It's now test_standard_unkeyed_retry_is_one_operation. test_mcp_router_breaks now uses distinct arguments for its second unkeyed call.
Tests (data-free, existing fixtures only)
tests/test_mcp_retry_key.py: unit tests for the key helper:
determinism
argument-order independence
each binding changes the key
window bucketing
disabled cases
test_unkeyed_tools_call_retry_replays_without_second_dispatch: a retry with a new JSON-RPC id gives one dispatch, the same receipt and one debit. Different arguments dispatch.
Full gateway suite locally (sqlite) at the new head: see the test line in the latest follow-up section below. CI status is on the PR checks tab, not in this body.
Do not merge without review.
Note
High Risk
Changes billing/idempotency semantics for unkeyed MCP invokes, adds distributed locking around permit minting, and touches security-sensitive replay and IGA gates—incorrect behavior could double-charge, block legitimate retries, or leak cached results across principals.
Overview Unkeyed standard /mcptools/call no longer mints a random mcp-auto-<uuid> key. Mutating calls without a client idempotency key get a deterministic mcp-retry- slot (wallet, API key, verified IGA principal, tool, canonical arguments) under a per-identity lock, capped by MCP_UNKEYED_RETRY_WINDOW_SECONDS (default 300) and the auto-permit TTL (120s by default). Retries inside that window replay the same receipt; pre-dispatch refunded failures advance to a fresh attempt instead of replaying.
Calls that cannot get a derived key are refused up front with -32003 / idempotency_key_required (new admission reason): read_only tools (new registry flag), window 0, or invalid enterprise bearer—no permit, dispatch, or charge. The demo auto-permit path in mcp.py follows the same rules.
Concurrency and safety: idempotency begin supports an optional fence so auto-permit mint rows commit only while the holder still owns the unkeyed-retry lock row. IGA is re-checked before any stored-result replay (including tool-not-found replay paths) so revoked principals cannot read another principal’s cached outcome.
Docs (request-keys.md, failure-semantics.md, denial-details.md) and extensive tests cover boundary replay, concurrent twins, stale-lock takeover, and read-only metering behavior.

Follow-ups (not in this PR)
Tool-not-found replay at mcp.py ~1390: done in this PR. It now runs _assert_replay_iga_access before serving the stored result.
IGA check for a replay without a bearer when the caller sent an explicit key: the stored record does not keep which principal made the original call, so this needs a schema change to record that principal and is not a small fix.
SEL-498 follow-up: refuse unkeyed calls instead of minting a random key
An unkeyed tools/call that gets no derived mcp-retry- key is now refused with idempotency_key_required (JSON-RPC -32003, HTTP 400 on the REST tool-invoke route) before any permit, dispatch, or charge. The random mcp-auto-<uuid> key is gone (gateway/app/routers/mcp_standard.py:755, gateway/app/routers/mcp.py:4610).
Read-only tools: metered, so unkeyed reads stay refused
Read-only calls are billed, so they are not exempt:
read_only is read in one place in gateway/app: gateway/app/routers/mcp_standard.py:433, which only skips the derived retry key. No permit, ledger, receipt, or metering code checks it.
The auto permit is budgeted at the tool's per-call price with no read-only case (gateway/app/routers/mcp_standard.py:210).
The wallet debit money.charge(...) in _charge_and_checkpoint (gateway/app/routers/mcp.py:3046, call at :3070) has no read-only branch.
The registered read-only tool partner.notes.count costs 1 credit per call (gateway/app/services/dogfood_tool.py:161, :164).
Test: test_unkeyed_read_only_tool_is_refused_without_dispatch (gateway/tests/test_standard_mcp_endpoint.py:921) shows unkeyed reads are refused with no dispatch and no debit, and two keyed reads write two non-zero ledger debits (:948).
Codex review follow-up (scope caveats)
The refusal applies to standard /mcp, /mcp/messages demo auto-permit calls, and the REST tool-invoke route. A legacy ungoverned call path that an operator explicitly enables is outside this change and is not covered by the refusal claim.
Ordering: when a tool requires an explicit permit (permit_required), that permit check can answer before the missing-key check, so an unkeyed call there may get the permit refusal rather than idempotency_key_required. Either way nothing dispatches or bills.
Effective unkeyed retry window is the smaller of MCP_UNKEYED_RETRY_WINDOW_SECONDS (300) and the auto-permit TTL (120 by default, lower for demo), so 120 s with defaults. A later identical retry runs and bills again; docs now say so.
The fence claim is now a conditional write checked by rowcount, not SELECT FOR UPDATE, so it is exclusive on SQLite too.
Codex review 5662733998 follow-up
The fence claim's SQLite lock timeout is now caught inside the claim and returned as the retryable idempotency_in_progress, not an internal error.
Deterministic fence tests replace the random race test. A takeover forced after the fence claim and before the mint row is written loses and deletes nothing. A takeover forced before the claim makes the holder raise fence-lost and write nothing. Run against the old SELECT FOR UPDATE code, the first test fails, because the takeover deletes the lock row and the mint still commits.
The pre-dispatch failure test now checks the ledger: no net charge after the refunded failure, one debit after the successful retry, no new entry on replay.
Full gateway suite at 20de684 (sqlite): 6178 passed, 104 skipped.

Walkthrough
Unkeyed mutating MCP calls can use deterministic retry keys based on caller identity, tool, and canonical arguments. The default retry window is 300 seconds. Calls within the window can reuse a receipt, while refunded pre-dispatch failures can advance to another attempt. Read-only tools retain fresh keys. The standard MCP route and demo auto-permit path use retry resolution. Governed replays check IGA access without consuming another use. A zero-second window restores per-call keys.
Some unkeyed retries can fail instead of completing after a transient billing failure, and cancellation or mint failures can temporarily block identical calls. Resolve these retry-path issues before merging unless the bounded failures are explicitly accepted.
Security architecture risk: Low · up to de6ab
The change reduces duplicate execution and charging while preserving caller-bound permits and adding replay authorization checks. One bounded recovery issue remains: an effect-free failure can leave retries tied to an expired permit during the retry window. No introduced cross-tenant access or privilege expansion was established.
Retained concerns
Low · reliability · inferred: Effect-free rollback does not reset the auto-permit lifecycle. After ledger-write contention abandons the uncharged governed record, its completed mint record remains. An identical unkeyed retry after the default 120-second permit lifetime but within the 300-second retry window reuses that expired permit and is denied rather than recovering. This newly couples retry availability to stale authority state; it remains fail-closed and does not demonstrate another charge or dispatch.
Security review details
Security Blast Radius
inferred — The demonstrated recovery failure is scoped to the authenticated caller's matching tool-and-argument identity during its retry window. It denies execution rather than granting authority over another wallet. The demo path additionally restricts auto-minting to the caller's wallet and allowed partner.echo tool.
Trust Boundaries and Controls
observed — Attacker-supplied arguments influence retry identity, not permit authority. Auto-permits remain bounded to the authenticated wallet, key, tool, budget, and expiry. Action-bound tools require explicit permits, and read-only retry exemption still proceeds through auto-permit minting and governed dispatch.
Resilience and Maintainability Implications
inferred — The fence protects new mint-record insertion rather than every later side effect. Nevertheless, after insertion the existing unfinished mint record blocks another claimant for the same slot, and a completed record returns the original permit. Lock takeover alone therefore does not establish duplicate minting, duplicate charging, or privilege escalation.
Hardening Proposals
proposed — Define a durable recovery transition for effect-free attempts whose auto-permit has expired. Any permit refresh or slot advancement should require proof that the previous attempt neither charged nor dispatched, while preserving charged or uncertain attempts for replay and reconciliation.

Review of #233 at 54ba8fc. Within one bucket the derived key goes through the same idempotent mint (_mint_auto_permit, smcp- record) and governed in-progress/request_hash reservation as keyed calls, so concurrent identical calls in one bucket can't double-dispatch. 125 targeted gateway tests pass locally. The 12 goose commits (e76f5f1..fcc665d) add nothing to the net diff vs main; only the 10 gateway files are in scope.
Blocking:
Bucket boundary breaks the SEL-498 acceptance ("an unkeyed retry of the same mutating call never dispatches twice"). gateway/app/services/mcp_retry_key.py:51 uses a fixed floor bucket, so a retry 1 ms after the boundary (or two concurrent calls straddling it) gets a new key and permit and dispatches again. Fix: before minting, also look up the previous bucket's key and replay or join it if it has a record. Or refuse unkeyed side-effecting calls, which the spec also allows.
Cross-principal replay. The derived key binds wallet and key_id but not the enterprise/IGA principal (mcp_retry_key.py:52). A second human principal on the same API key with identical args hits the completed replay at gateway/app/routers/mcp.py:1620, which comes before the IGA gate at mcp.py:1711, so it gets the first principal's result without its own IGA check. Before, unkeyed calls could never collide. Bind the verified principal into the material, or run IGA before replay.
Read-only tools are collapsed. gateway/app/routers/mcp_standard.py:502 derives for every tool, so e.g. partner.notes.count replays a stale result for up to 300s. SEL-498 scopes this to side-effecting tools. Derive only for mutating tools.
Non-blocking:
An effect-free first failure (pre-dispatch upstream failure, mcp.py:3220) is replayed for the rest of the bucket instead of retried. Consider releasing the key for proven no-effect outcomes.
Add a concurrency test: two simultaneous identical unkeyed calls, one dispatch.
Canonicalization is fine for JSON input: nested key order is stable, 1 and 1.0 and unicode NFC/NFD differ (a miss, not a collision), and default=str is unreachable.
The docs state the collapse limit clearly. The tests use real code paths, no fabricated data.

Delta review of c386ffb (a7e3e2b + main merge). Two of the three blockers from my last review (5642166152) are fixed. One narrow blocker is left in the new lock.
Fixed
Boundary: slot choice and the permit mint run under a durable per-identity lock. The lock is an idempotency row in the DB, not process memory, so it holds across workers. The previous-bucket lookup reuses a slot minted less than one window ago. A lookup error raises instead of silently picking a new slot, so it doesn't fail open.
Shared-key/IGA: the verified principal (provider, issuer, subject) is part of the derived identity, so a different principal on the same API key gets a different key. _assert_replay_iga_access uses consume=False. An unverifiable bearer falls back to a random key, and the governed IGA gate then denies it.
Read-only: read_only defaults to False, so remote and proxied records without the flag are treated as mutating, which is the safe direction.
Refund-retry: is_no_effect_failure (mcp_retry_key.py:86) needs both the gateway's own failed_refunded upstream payload and a failed_refunded receipt. Only the pre-dispatch path (mcp.py:~3242) writes that, so I found no way to re-dispatch after a side effect.
git show --remerge-diff c386ffb5 is empty, so the merge of main is clean.
Tests run locally: test_mcp_replay_iga, test_mcp_retry_key, test_standard_mcp_endpoint: 47 passed.
Blocking
The lock lease can be stolen while its holder is still working, and its release isn't pinned to the holder. _acquire_unkeyed_retry_lock (gateway/app/routers/mcp_standard.py:312-333) deletes any lock older than 30s. The finally at mcp_standard.py:424 calls idem.abandon without expected_record_id. Scenario: worker A takes the lock in bucket N-1, then stalls for more than 30s before _mint_auto_permit (DB contention). B steals the lock after the boundary, finds no N-1 mint row, and mints and dispatches in bucket N. A resumes, mints in N-1, and dispatches again. A's finally can also delete the lock B, or a later C, currently holds. That brings back the boundary double dispatch this PR is fixing.
Fix:
Keep the record_id from begin and pass it as expected_record_id on release (as the mint path does).
Either make the stale threshold well above the worst-case critical section, or re-check that the lock row is still ours before minting and abort with -32005 if it isn't.
Add a test that steals a stale lock mid-section.
Non-blocking
mcp.py:951: _assert_replay_iga_access returns early when the retry has no enterprise bearer. Unkeyed calls are safe because the principal is in the key. With an explicit client key, though, a caller without a bearer on the same wallet key can replay a result first produced under an enterprise principal. That behavior predates this PR, so a follow-up is fine.
mcp.py:1381: the tool-not-found replay path serves a stored result without the new IGA check, so a revoked principal can replay output from a since-removed tool.
Remote and proxied registrations can't declare read_only, so identical unkeyed reads to those tools replay for up to one window. That fails safe, but it needs a way to set the flag.
- keep the lock row id from begin_with_record and release with
expected_record_id so a stalled holder cannot delete a newer lock
- re-check lock ownership right before minting; -32005 when taken over
- raise the stale-lock threshold from 30s to 120s
- register_upstream accepts an operator-declared read_only flag
- test: lock taken over mid-section neither dispatches nor frees the new lock
Extract _auto_permit_ttl_seconds (shared by the mint and the window) so the
effective window follows the TTL the mint actually uses, including
DEMO_AUTO_PERMIT_TTL_SECONDS and DEMO_MAX_PERMIT_TTL_MINUTES.
Mergeability is CONFLICTING (DIRTY) against main. git merge-tree shows a content conflict in gateway/tests/test_standard_mcp_endpoint.py. It needs a rebase on current main, then a re-run.
Design: a deterministic mcp-retry-<sha256> over wallet, key, tool, canonical args and time window. It addresses SEL-498 (a retry of an unkeyed tools/call charges twice), which reproduces live on main 9055f3f. The PR body is headed SEL-484 while the title says SEL-498, so please align the linked issue.
Local, on the PR head as is: 6011 passed, 102 skipped. CI is green, but it ran on the pre-conflict base.
After the rebase, please retest live: an unkeyed tools/call, then an identical retry within the window, should produce one charge. Two distinct calls in different windows should charge twice.
Re-QA of #233 (SEL-498: unkeyed /mcp tools/call safe to retry). This supersedes my r23 FAIL at 47cf25e, which was for a merge conflict.
Merge. The head is 8304261, a two-parent merge of 47cf25e and origin/main daae219 with a DCO sign-off. gateway/tests/test_standard_mcp_endpoint.py has no conflict markers. Every test_* function from both parents is still in the merged file, so both sides were kept. The explicit-permit out-of-scope test is back with its @pytest.mark.anyio.
Tests. I ran pytest -q -p no:randomly in gateway: 6094 passed, 103 skipped, 0 failed (SQLite, Python 3.14).
CI.gh pr checks 233: every check passes, including CI result, Python 3.11 to 3.14, both Postgres jobs, CodeQL, lint, gitleaks, License result, CodeRabbit and Bugbot. Three matrix license and Node jobs were skipped.
Live SEL-498 retest. I ran scripts/quickstart.py on 127.0.0.1:8719 with a fresh state dir and its self-provisioned dev key, then called partner.notes.write without an idempotency key:
First call (JSON-RPC id 10): HTTP 200, receipt rcpt-efaa12b78e474d9f, 1 debit.
Retry with the same arguments and a new id (11): HTTP 200, the same receipt and idempotency record (idm-f895a3bd8c654718), an identical result, and the debit count stayed at 1. There was no second dispatch or charge.
Different arguments (id 12): a new receipt and +1 debit, as expected.
I stopped the gateway afterwards.
Nit (non-blocking). The test docstring at line 721 and the tool description at line 858 of test_standard_mcp_endpoint.py still say "SEL-484". They should say SEL-498.

Codex read-only review of 722a6e5 vs main. Confirmed: no live path still mints a random mcp-auto- key; on the standard /mcp, demo and governed paths (phase9, dogfood and upstream go through them) the refusal comes before any permit, reservation, dispatch or charge (-32003 / HTTP 400); batches are rejected; derivation is deterministic and found no cross-wallet/key/tool/arguments collision; keyed-retry tests compare real receipt ids, dispatch counts and ledger rows. Remerge-diffs of both main merges (2b3e316, 722a6e5) are empty.
Blocking:
gateway/app/services/idempotency.py:551, the fence ownership check uses SELECT ... FOR UPDATE, which SQLite ignores. Another worker can take over the lock between the read and the commit, and both can commit different retry-slot mints, so the call runs twice across a bucket edge. Postgres's row lock is fine. Needs SQLite write serialization plus a test that takes the lock over after the ownership read.
gateway/docs/concepts/request-keys.md:34 promises a 300s replay window (default), but mcp_standard.py:354 caps it at the auto-permit TTL (120s by default, lower in demo). A client that follows the docs and retries at 130s runs and pays again. Document the effective window.
Test data: gateway/tests/test_mcp_retry_key.py:14 uses invented ids (wallet_id="w1", key_id="k1", tool_name="t"); use uuid4/runtime values. test_standard_mcp_endpoint.py:1041 overwrites a successful run's stored response with a fabricated failed_refunded payload, so it proves the slot moves on but not a real pre-dispatch failure, refund or net billing. Drive a real pre-dispatch failure instead.
Should fix (not blocking alone):
gateway/app/routers/mcp.py:1381: the legacy replay return skips the IGA check added at :1662, so after a tool is removed a retry on legacy JSON-RPC/HTTP invoke can still return the stored result. This bug was already on main, but this PR's IGA fix and docs leave this path out. Put the check before both replay returns, or file it.
config.py:317 and service_registry.py:272 comments still say read-only/window-0 calls get a fresh or random key; they are now refused.
The "every unkeyed call is refused" claim needs a caveat in the docs: explicitly enabled legacy ungoverned calls still accept no key, and a missing permit can return permit_required first.
Design note (not a reason for this FAIL): unkeyed read-only tools are now refused, a change from the earlier carve-out. Pi has raised it with Lead; nothing concrete broken by it was found.
Not run: the full gateway/Postgres suite (setup reads .env). Seven isolated helper tests passed; the SQLite race reproduced in memory. CI at review time: 15 pass, 6 pending (Python 3.11-3.14, Postgres proofs, trust gate), 4 skipped.
Fence atomicity: the conditional UPDATE at idempotency.py:560 matches wallet, endpoint, key, owner record_id and the still-open state, and it shares one transaction with the mint INSERT. A takeover that has already committed makes the claim miss, and a successful claim holds the SQLite write lock or Postgres row lock through the insert. From reading the source I see no check-then-use gap left (Postgres not executed). FOR UPDATE is gone.
Docs: request-keys.md and failure-semantics.md now state min(configured window, auto-permit TTL), normally 120s, matching mcp_standard.py, and a test covers it.
test_mcp_retry_key.py uses uuid4/runtime ids. No new invented ids or dates; the added numbers are test controls or production defaults.
Removed-tool replay: _assert_replay_iga_access runs before both replay returns (mcp.py:1392, :1665). Non-blocking: its test only checks call order and doesn't exercise a revoked user.
The config.py and service_registry.py comments are corrected. Read-only tools staying refused and metered (dogfood_tool.py:161, mcp.py:3070) is noted as a product decision, not a blocker.
Merge 858947a: comparing trees, the parents' changes don't overlap and the result matches the combined trees, so the merge adds nothing. (git show --remerge-diff returned only the commit header and no changes.)
Blocking:
idempotency.py:560: the claim UPDATE runs before the try at :583. If SQLite's busy wait expires on that UPDATE, OperationalError skips the existing contention handler and surfaces as internal_error instead of retryable idempotency_in_progress. Move the claim inside the protected block.
test_standard_mcp_endpoint.py:1339: the race test doesn't prove the fix. asyncio.gather doesn't force the takeover to land after the ownership read, _takeover swallows every exception, and its result is thrown away. The old order (read ownership, takeover commits, stale mint commits) would still meet outcomes <= {...} plus the mint-row check. Synchronize it deterministically (for example, a hook or event between the read and the claim), assert the losing owner writes nothing, and show it fails on the old SELECT FOR UPDATE code.
test_standard_mcp_endpoint.py:1018/1037: it now drives a real pre-dispatch failure (good), but it checks only HTTP status, dispatch counts and receipt reuse. Last round's refund/net-billing gap is still open: assert zero net charge after the failure, one charge after the success, and no extra charge on replay, using wallet/ledger totals.
Not run: the DB-backed suites (database packages are missing and the review sandbox is read-only). Seven retry-key test functions passed when run directly. CI should be checked on the PR; it was still running at review time.

Codex read-only delta review, 858947a to 20de684 (one commit, 20de684; no merge this round).
Fixed:
idempotency.py:560: the fence-claim UPDATE is now inside the protected try. A matching lock timeout rolls back before session.add(record) and raises idempotency_in_progress. Any other error propagates, and the session exit closes the transaction, so no partial mint row is written.
test :1348 pauses after the claim UPDATE and before the INSERT. It requires the exact lock error, asserts the lock survives, and records exceptions instead of swallowing them. Reasoning through the old code: with SQLite's legacy transaction mode, SELECT ... FOR UPDATE takes no write lock, so the DELETE would commit and this test would fail on the old code.
test :1403 forces the delete before the claim. It asserts one deletion and IdempotencyFenceLostError, and that no mint row was written.
test :1452 holds a real competing transaction and asserts in_progress (not fence-lost) with no mint row.
test :1019/1039 reads the persisted ledger through the API: zero net change after the pre-dispatch failure, one debit after success, and an identical ledger after replay.
New ids are runtime uuids; no invented dates or amounts.
Blocking:
This commit deletes test_unkeyed_retry_window_rejects_negative_and_keeps_zero (the CodeRabbit check that a negative window is rejected and 0 stays the opt-out). No other test builds Settings with a negative or 0 MCP_UNKEYED_RETRY_WINDOW_SECONDS; the monkeypatch tests bypass validation. Please restore it.
Non-blocking:
idempotency.py:577 decides it is a lock timeout by searching str(exc) for "database is locked". That text includes the SQL and parameters, it misses differently worded SQLite lock errors, and it ignores Postgres lock errors. Because the fence parameters are generated internally, a false match is unlikely. To harden it, check the driver error code or SQLSTATE (exc.orig) instead.
The failure case would also pass with no ledger rows at all; a debit plus refund pair, or a wallet balance check, would be stronger.
Lines 1384, 1437 and 1488 reuse the synthetic arguments {"k": 1} from the replaced test.
PR body: not re-checked this round.
Not run: pytest (its fixtures write DB state and settings load .env); compile and git diff --check passed. CI on 20de684 at posting time: 22 pass, 4 skipped, 0 failing or pending.

SEL-498 (G1): make unkeyed
/mcptools/call safe to retryReviewer: VS Code Codex
Problem
Unkeyed calls minted a fresh
mcp-auto-<uuid4>key and a fresh auto permit on every attempt (mcp_standard.py_governed_tools_call, andmcp.py_maybe_mint_demo_permit). A retry after a lost response therefore dispatched and charged a second time.Design
app/services/mcp_retry_key.pyderive_unkeyed_retry_key()returnsmcp-retry-+ sha256 over: wallet id, API key id, tool name, canonical JSON of the arguments (sorted keys, compact), the window, andfloor(now / window).client_keyto_mint_auto_permit. The retry then resolves to the same auto permit through the existing idempotency record and replays the original receipt. A concurrent duplicate gets the retryable-32005 idempotency_in_progress.MCP_UNKEYED_RETRY_WINDOW_SECONDS(default 300). Setting it to0turns off derived keys, so every unkeyed call is refused withidempotency_key_required. There is no random key./mcp/messagescall without a key is still refused.Known limits (documented in

Note
High Risk
Changes billing/idempotency semantics for unkeyed MCP invokes, adds distributed locking around permit minting, and touches security-sensitive replay and IGA gates—incorrect behavior could double-charge, block legitimate retries, or leak cached results across principals.
Overview
Unkeyed standard
/mcptools/callno longer mints a randommcp-auto-<uuid>key. Mutating calls without a client idempotency key get a deterministicmcp-retry-slot (wallet, API key, verified IGA principal, tool, canonical arguments) under a per-identity lock, capped byMCP_UNKEYED_RETRY_WINDOW_SECONDS(default 300) and the auto-permit TTL (120s by default). Retries inside that window replay the same receipt; pre-dispatch refunded failures advance to a fresh attempt instead of replaying.Calls that cannot get a derived key are refused up front with
-32003/idempotency_key_required(new admission reason):read_onlytools (new registry flag), window0, or invalid enterprise bearer—no permit, dispatch, or charge. The demo auto-permit path inmcp.pyfollows the same rules.Concurrency and safety: idempotency
beginsupports an optional fence so auto-permit mint rows commit only while the holder still owns the unkeyed-retry lock row. IGA is re-checked before any stored-result replay (including tool-not-found replay paths) so revoked principals cannot read another principal’s cached outcome.Docs (
request-keys.md,failure-semantics.md,denial-details.md) and extensive tests cover boundary replay, concurrent twins, stale-lock takeover, and read-only metering behavior.Reviewed by Cursor Bugbot for commit c92e000. Bugbot is set up for automated code reviews on this repo. Configure here.
Follow-ups (not in this PR)
mcp.py~1390: done in this PR. It now runs_assert_replay_iga_accessbefore serving the stored result.SEL-498 follow-up: refuse unkeyed calls instead of minting a random key
An unkeyed
tools/callthat gets no derivedmcp-retry-key is now refused withidempotency_key_required(JSON-RPC-32003, HTTP 400 on the REST tool-invoke route) before any permit, dispatch, or charge. The randommcp-auto-<uuid>key is gone (gateway/app/routers/mcp_standard.py:755,gateway/app/routers/mcp.py:4610).Read-only tools: metered, so unkeyed reads stay refused
Read-only calls are billed, so they are not exempt:

/mcp,/mcp/messagesdemo auto-permit calls, and the REST tool-invoke route. A legacy ungoverned call path that an operator explicitly enables is outside this change and is not covered by the refusal claim.permit_required), that permit check can answer before the missing-key check, so an unkeyed call there may get the permit refusal rather thanidempotency_key_required. Either way nothing dispatches or bills.MCP_UNKEYED_RETRY_WINDOW_SECONDS(300) and the auto-permit TTL (120 by default, lower for demo), so 120 s with defaults.
