fix(deps): zip 9 へ移行し Dependabot #523 の CI RED を解消する #525
Description
概要
Dependabot PR #523（cargo group 5件更新）で zip が 8.6.0 → 9.0.3 にメジャー更新され、src/reference/fetcher.rs がコンパイルできず CI が全面 RED になっている。
zip 9 では ZipFile::name() が Result<Cow<str>, ZipError> を返すようになったため、以下のエラーが出る:
E0599: the method to_string exists for enum Result<Cow<'_, str>, ZipError>, but its trait bounds were not satisfiedE0599: no method named find found for enum Result<T, E>E0608: cannot index into a value of type Result<Cow<'_, str>, ZipError>
対象: src/reference/fetcher.rs（extract ループの by_index(i) 周辺、detect_top_level_prefix、テスト内の ZipWriter 利用）。
受け入れ基準
- AC-1:
Cargo.toml/Cargo.lockのzipを 9.x に更新し、chore(deps): bump the cargo group with 5 updates #523 の他4件（serde_json 1.0.154, tokio 1.53.3, toml_edit 0.25.17, sha2 0.11.1）も同時に取り込む - AC-2:
src/reference/fetcher.rsを zip 9 の API（name()がResultを返す）に適合させ、エントリ名取得失敗はanyhowの context 付きエラーとして伝播する（panic しない） - AC-3:
cargo fmt --check、cargo clippy --all-targets -- -D warnings、cargo testが成功する - AC-4: PR の required checks（Rust Tests / Rust Coverage >= 90% / CLI Latency / LSP 系 / Skill Contract Lint）がすべて green
- AC-5: PR 本文に「Supersedes chore(deps): bump the cargo group with 5 updates #523」と記載する（chore(deps): bump the cargo group with 5 updates #523 のクローズはオーナー判断）
Notes
- PM default ruling (override available): zip 8 にピン留め（Dependabot ignore）ではなく zip 9 へ移行する。理由: 変更箇所が fetcher.rs 1ファイルに限定され、メジャー更新を放置すると以降の cargo group 更新が毎回 RED になるため。
- PM default ruling (override available): chore(deps): bump the cargo group with 5 updates #523 のブランチを直接修正せず、新ブランチで同等の更新＋コード修正を行う。理由: Dependabot は自分のブランチへの手動コミットがあると rebase を停止するため。

PR #526（01:51Z merge）で AC-1〜5 をすべて満たしたため PM がクローズします。Dependabot #523 は #526 で置き換え済み（クローズはオーナー判断）。
