Release: move GitHub Actions to their Node 24 releases - #52

GitHub deprecated the Node 20 actions runtime and now forces the v4-era actions onto Node 24 with a warning on every run. Bump each action to its current major, all of which declare node24 themselves. Release notes checked for breaking changes: upload-pages-artifact v4+ skips dotfiles (the docs build has none), and setup-node v5+ auto-caching is moot since both workflows already set cache: pnpm.
