Add reparse support for DAG import errors

Add a Reparse action to the DAG Import Errors view.

This change:

• exposes a file token for import-error responses
• allows authorized reparsing of files that failed before a DAG was registered
• adds the Reparse action to the import-errors modal
• adds regression coverage for the new behavior
