Describe the bug, including details regarding any error messages, version, and platform.

The testing library requires rapidjson, but it is not explicitly listed as a dependency. When RapidJSON is installed in a system header location this is not a problem, but when used as a subproject you will get compilation errors when attempting to compile gtest_util.cc

    RapidJSON was removed from the JSON test utilities by #51014
