[R] R bindings fail to build on WinARM #50612

The problem is that it is using static libs for win x64:

Sadly Sys.setenv("LIBARROW_BINARY" = FALSE) does not seem to work on Windows either.

I'm not sure this is a bug, I think it's just that we don't currently support WinARM. Looking at #43401 which was closed as stale as there wasn't any interest in it, and it's not clear if we're able to support it at the moment (things maybe have moved on with rtools since then, though I'm unsure).
