Describe the bug, including details regarding any error messages, version, and platform.

The test-ubuntu-22.04-cpp-emscripten job is failing with:

 [ RUN ] MergedGeneratorErrorHookTest.InnerErrorToWaiterNotOvertakenDuringCompletion
unknown file: Failure
C++ exception with description "thread constructor failed: Resource temporarily unavailable" thrown in the test body.

[ FAILED ] MergedGeneratorErrorHookTest.InnerErrorToWaiterNotOvertakenDuringCompletion (5 ms)
[ RUN ] MergedGeneratorErrorHookTest.OuterErrorToWaiterNotOvertakenDuringCompletion
unknown file: Failure
C++ exception with description "thread constructor failed: Resource temporarily unavailable" thrown in the test body.

[ FAILED ] MergedGeneratorErrorHookTest.OuterErrorToWaiterNotOvertakenDuringCompletion (0 ms)
[ RUN ] MergedGeneratorErrorHookTest.ClaimedErrorNotOvertakenDuringCompletion
unknown file: Failure
C++ exception with description "thread constructor failed: Resource temporarily unavailable" thrown in the test body.

[ FAILED ] MergedGeneratorErrorHookTest.ClaimedErrorNotOvertakenDuringCompletion (0 ms)
[----------] 7 tests from MergedGeneratorErrorHookTest (9 ms total)

From the looks of it it seems like some tests that require threading might be running when ARROW_ENABLE_THREADING=OFF
