Describe the enhancement requested

Thrift 0.25.0 was released shortly after I opened #51559 (bundled Thrift 0.22.0 -> 0.24.0). There is no particular reason to stay on 0.24.0, so let's bump the bundled version again, to 0.25.0, for 27.0.0.
