The task name cache is looked up lazily when the cluster is active instead of being set by the asynchronous activation callback; the start latch is removed.
Visible changes with security enabled: a task started right after the activation no longer fails with NPE; a user task on an inactive cluster runs instead of failing with NPE or blocking until the activation, its name is not registered.
