Backports the query-execution concurrency test stabilization from commit
24fd30e1ac6b43a32aaeca2066034b1ae81fbc44.dev/1.3-specific driver-count setup inFragmentInstanceExecutionTestand replaces its fixed sleeps with notification-executor barriers and bounded shutdown.SeriesScanUtilCancellationTest.javahas no counterpart ondev/1.3; that source-file change is omitted rather than introducing the full master-only test class.Validation:
mvn clean test -pl iotdb-core/datanode -am -Dtest=SharedTsBlockQueueTest,FragmentInstanceExecutionTest,L1PriorityQueueTest,L2PriorityQueueTest,MultilevelPriorityQueueTest -Dsurefire.failIfNoSpecifiedTests=false(five classes, 22 tests passed).
