Backport the tree-model WAL deletion recovery fix from 76d573a. The table-model changes from the source commit are not included because dev/1.3 has no corresponding table-model implementation.

Summary
During WAL recovery, an original tree deletion can cover data written later in the WAL. Persist deletion mods only for matching devices and cap each mod at that device's flushed end time so a later rewrite remains visible after restart.
This port uses the 1.3
DeletionandModificationFileAPIs. It carries the tree-model change from source commit76d573a4e3d83068d4eb4bbb1e4ed97040463eb8; the table-model changes are omitted becausedev/1.3has no corresponding implementation.Source
