+handles the ordered `[LP, E]` pair only when the original table contains both
+efficient kinds and no P/HT cores, without

+change precomputed-table contents. Physical enforcement of the core-type hint
+depends on TBB topology support; process-affinity GPU tests do not prove it.

 The GPU component also installs its pinned `kernel_selector/cache/cache.json`
 tuning data beside the plugin. The Linux kernel selector looks up that exact
 path. `openvino-plugins` owns it and the staged-layout check requires it; the
