Prepare engine 0.23.8 with the merged hidden-password screenshot fix and machine-readable diagnostics. Align the Rust workspace, Python package and JavaScript platform package versions. Happy’s Data Maker draft #635 is excluded.
The underlying fixes passed CI before merging. This PR changes release versions only. Publish the engine packages before merging the desktop 0.2.7 PR, which pins this version.
