Rename the skill to `retry-ci-job` (`retry_ci_jobs.py`), replace positional target heuristics with explicit CLI flags (`--pr`, `--url`, `--buildkite-build`, `--buildkite-job-id`, `--github-job-id`), and encapsulate provider operations in `BuildkiteProvider`, `GitHubActionsProvider`, and `PrOrchestrator` with uniform failure propagation.
