ci(release): bump pypi-publish so twine accepts metadata 2.5 - #143

hatchling is unpinned in [build-system], so uv build moved from 1.31.0 (Metadata-Version 2.4) to 1.32.0 (2.5) between releases; twine 6 inside v1.14.0 rejects 2.5 before upload, twine 7 inside v1.14.2 accepts it. Signed-off-by: Nerijus Bendžiūnas <nerijus.bendziunas@gmail.com>

Unpinned hatchling now emits Metadata-Version 2.5, which the twine 6 bundled in v1.14.0 rejects as invalid and aborts the upload before publishing. v1.14.2 ships twine 7, which understands 2.5.
