This commit is the first step torward unifying the old BSUP and CSUP formats into a universal format that will support both columns and rows frames. The reader will be able to adapt to a mixture of columns and rows can coexist in one file and users generally need not worry if the which structure is present (unless they are investigating perf where we will have tooling to look dig into the formats). That said, this commit is just the first step where we are renaming CSUP as BSUP and the old BSUP as BSUPROWS. The "bsuprows" format is a temporary format in this commit that will go away very soon when we intregate BSUPROWS into BSUP. There are no material code changes in this PR. It's just a rename. Some of the git diffs look like there are substantial edits but that's only because some renamed files collide between the old and new names.
