tokio 1.53.1 is covered by a RustSec unsoundness advisory ("AsyncFd::new and related constructors violate I/O safety"). The advisory fails the cargo-deny step, and so every open PR. 1.53.3 carries the fix.

The change is lockfile only, from cargo update -p tokio --precise 1.53.3. tokio's version and checksum change, and its windows-sys edges move to the 0.52.0 package that was already locked. No package is added and no other version changes.

Run locally: cargo deny check (advisories, bans, licenses and sources ok), cargo clippy --locked --all-targets -- -D warnings, cargo test --locked, cargo +1.85 check --locked --all-targets, and the release hit-path bench all pass.

Closes LAB-10697

1.53.3 carries the fix. Lockfile only.
