Archive the notes published in v0.6.9.
This PR copies the GitHub Release body under the published version heading and deletes only the changelog/unreleased files that existed at the tagged commit. Fragments added after the tag stay unpublished.
The release workflow could not open this PR because GitHub Actions is not permitted to create pull requests. Do not re-run release.yml to archive notes; a second run would mint the next patch.
