fix(console): hide add-account type descriptions until hover

Summary

• Add-account type cards now show only the provider icon and title, so the picker is easier to scan.
• Login details stay available from an info button tooltip instead of inline card copy and the selected-type hint line.
• Synced console static assets and added the unreleased changelog fragment.

Test plan

• cd frontend && npm run lint
• cd frontend && npm run build
• cd frontend && npm run sync
• Open Add account and confirm cards show icon + title only, and the info button reveals the description on hover
