docs(plan): convert RFD checklists and tooling to AsciiDoc - #50

Replace every rfd/NNNN/IMPLEMENTATION.org with IMPLEMENTATION.adoc written in AsciiDoc syntax: == sections, link:README.adoc[..] backlinks, */** checklist bullets, and a Status: DONE./Status: TODO. line where the Org property drawer was. Completed tasks use [x], because Asciidoctor does not recognize [X] as a checkbox. scripts/check-rfd-status.sh now requires IMPLEMENTATION.adoc, rejects a retired IMPLEMENTATION.org or IMPLEMENTATION.md, counts [ ], [x], [*], and the partial [-], and ignores tasks in ----, ...., ////, //, and inline code. [X] is reported as an invalid task state. The regression fixtures cover nested, partial, alternate-checked, and example-block cases. rfd/README.adoc, AGENTS.md, the RFD cross-links, and docs/time-model.adoc now name the AsciiDoc checklist. Task counts are unchanged: 34/34, 40/40, 129/129, 13/30, and 0/23.

Stacked on #49. Merge the planning PR first, then retarget this PR to main.
Replace all five Org implementation checklists with actual AsciiDoc, updating links, repository guidance, and the RFD status checker and regression fixtures. Preserve prose, task completion, phase status, and RFD lifecycle states. No runtime behavior changes.
Completed/total task counts are unchanged:
