Add renovate.json extending the shared Clio policy and uncomment @clio/bei in CODEOWNERS so Renovate has a reviewer to request. overlord.yml listed the backend-infrastructure team as an owner; owners are people, so list anthonyoconnorclio and set team to bei. This PR onboards this repo to Renovate, the new dependency management tool at Clio. I have tried to include a safe default, but for more information please check out the Confluence page or reach out in #product-renovate. As part of this change teams will become responsible for updating dependencies (including security PRs). Please update the CODEOWNERS file to improve PR assignment.
