docs: refresh publish-facing status in README and PROJECT_CONTEXT - #1

The README Status section listed the deploy slice, service catalog, and migration importer as upcoming even though all three are implemented and documented elsewhere in the same file. Update it to reflect the shipped surface and name the real remaining work: live-host validation and broader catalog breadth. Collapse the stale point-in-time sections in PROJECT_CONTEXT (Implementation Status, Current Progress, Remaining Tasks, Recommended Next Steps) into one accurate status section that defers live milestone tracking to ROADMAP.md, keeping this document focused on the durable architecture.
