Move the library and CI/publish workflows to .NET 10 and update NuGet dependencies to the latest stable releases, including Cloudtoid.Framework 1.0.123 and Cloudtoid.CodeAnalysis 1.0.28. This raises the minimum supported runtime to .NET 10. Retain the existing StyleCop preview where referenced because it is already the newest release.
Migrate FluentAssertions equivalency calls to PreferringRuntimeMemberTypes.
Use Node.js 24 GitHub Actions and NuGet trusted publishing instead of the expired long-lived API key. The matching NuGet policy is active. Include a dedicated PACKAGE_README.md with installation and usage guidance, separate from the repository README.
Validation on macOS ARM64 with SDK 10.0.401: 63 passed. The package README example compiles, and package inspection verifies the dedicated README and nuspec entry.
