Update Cloudtoid.Framework to 1.0.123 and Cloudtoid.CodeAnalysis to 1.0.28. Add a dedicated PACKAGE_README.md with installation, a usage example, and pattern syntax; pack it in place of the repository README.
Validation: all 63 tests passed with the published dependencies on .NET SDK 10.0.401. The README example compiles, and the package README and nuspec metadata were verified.
