ci: require the Node 22/24 and npm-consumer checks on main

Summary

• Sync .github/branch-ruleset.json with the live main protection ruleset. Its required status checks now match the job names from chore: refresh dependencies and move CI to Bun 1.4.2 #40: test (ubuntu-latest|macos-latest · node 22|24) and npm consumer (ubuntu-latest · node 22).
• The live ruleset still required test (… · node 20) contexts, which no workflow has produced since the matrix moved to Node 22. Every PR stayed blocked, so chore: refresh dependencies and move CI to Bun 1.4.2 #40 had to be admin-merged. The live ruleset has already been updated through the rulesets API. This PR only updates the checked-in copy.

Verification

• All five contexts reported success on merge commit fdaacf8 (run 35966155390).
• No code changes.

Merging with the admin bypass. All five required checks now pass under the updated ruleset (run 35967245194). The only remaining block is the required approving review, which the PR author cannot give.
