v1.7.0 Devin: qualify full-peer orchestration, building, and review

Goal

Qualify Devin as a full peer orchestrator, builder, and reviewer under the same evidence requirements as Codex and Claude.

Dependencies

Requires the Devin transport PR and stable active Operator runtime.

Scope

• Operator lease acquisition/renewal/release and controller decision consumption.
• Owner-action stops and bounded escalation.
• Builder dispatch and fix-round handling.
• Exact-head structured review with contributor exclusion and author-never-gates.
• Restart, uncertain-response, quota, cancellation, and stale-head failure corpus.
• Evidence-based policy promotion.

Acceptance criteria

• Devin orchestrates at least one bounded end-to-end pilot delivery without duplicate actions.
• Devin builds at least five comparable bounded issues with explicit outcomes and intervention data.
• Devin reviews at least five comparable heads with finding dispositions checked by an established reviewer.
• Failure-injection and recovery results meet the same threshold used for Codex and Claude.
• Promotion is a versioned policy/config change with rollback, not a hard-coded special case.
• Merge authority remains unavailable unless separately promoted by owner policy.

Code Mower delivery

One qualification/policy PR using retained metadata-only evidence. The PR must be authored and reviewed so Devin never gates its own promotion.
