This sounds like it's looking for a distribution profile rather than a development profile
The actual profile has this certificatte link:

Minimal reproducer

set up certificates and profiles manually

Steps to reproduce

still trying to get just ONE develelopment build to work

Expected and observed behavior

this profile was created by developer.apple.com and definitely matches the certificate there.
I downloaded it and replaced the certificate codename1 had placed in the ios-certs folder

Codename One version

current

JDK version

n/a

Target environment

eclipse

Last known working version

Report checks

  • I searched existing issues and discussions for this behavior.
  • The reproducer contains no credentials, signing keys, or private customer data.
  • I understand that triage is not a commitment to a fix date.
