1. Approve-queue clobber (proposal-service): a deploy that finishes after the 5-minute approve-queue cap no longer overwrites results from later approves. Each deploy attempt now stores its own token, and a late completion only updates its own proposal while it still owns the result.
2. outputs/wires (proposal-rebase): outputs and wires now stay tied together during rebase and conflict resolution for every node type that has outputs (switch, change, custom), not just function.
3. Ack flag (storage/proposals): replacing a proposal body with the same values no longer clears the owner acknowledgement. Each tracked field keeps it while it still differs from base and clears only once it matches.
4. CJS import.meta (openapi): tsup import.meta shims are enabled and the __dirname fallback is kept, so the OpenAPI spec loads from dist/plugin.cjs. Tested on Node 20.19.

Regression tests are added for each item. Not for release yet: no version bump or tag.
