One-page EEIO intro with overview diagram - #20

Write the GHG extension overview (gases, GWPs, scope, accounting basis, shared steps, data years) and replace the data-sources placeholder with a country-tiers page covering Tier 0 (U.S. v0.6) through Tier 3 and the rest of world. Add 38 verified references (U.S. inventory, facility, energy and vehicle data; EDGAR, CEDS, OWID, FAOSTAT, Eurostat, OECD, ONS, Bank of Korea, IPCC GWPs and guidelines) and cite them inline on the GHG overview and GHG data by country tier pages.
