runon: describe return_paths as up to 128 MiB in total - #1358

The build server accepts returned files up to 128 MiB per job since #1351, but the
bashtool'sreturn_pathsdescription still said "10 MiB in total". This changes it to "(up to 128 MiB in total)", the wording approved for it.return_pathsdescriptions change) and the two preset catalog goldens (that sentence plus their catalog digests).Verified: 125 tool-provider tests, the plugin schema freshness test (9 of 9), Biome and formatting.
