Summary

• A public function that takes an arbitrary raw pointer is not a smaller unsafe surface, even when the unsafe block sits in the callee.
• A compile that stays quiet under forbid(unsafe_code) shows the call site is lint-quiet. It does not show that a maintainer should extend that shape.
• An allowlist that freezes today's offenders is interim anti-growth. An opened pull request is not handback while the done predicate is still open.
• Pull request titles should match that predicate. A check excerpt that already names the failing files is enough for a local fix.

Test plan

• Read the Phase A and Phase E lines in pstack/skills/figure-it-out/SKILL.md and confirm an allowlist freeze is labeled interim.
• Read the arena pick and verify lines and confirm a compiler-behavior criterion requires a local compile before the cross-judge decides it.
• Confirm verify-this, fix-ci, and deslop descriptions now name the unsafe-count, excerpt-first, and title-versus-predicate triggers.
