ci: add dependabot version updates - #111

Weekly npm (root and every workspace) and GitHub Actions updates. npm updates are grouped by dependency name across directories, both ecosystems wait 7 days after a release, and commit messages follow conventional commits.

Adds .github/dependabot.yml. Security updates were already on. This adds weekly version updates for npm (root and all ten workspaces) and GitHub Actions.
