Since 2026-10-23, GitHub release-download redirects send about 11 KB of response headers. :httpc accepts 10 KB by default, so the download fails with {:header_too_long, {:max, 10240}}. This change sets max_header_size to 65_536, the same value as the fixes in rustler_precompiled, elixir_make and xla.

Since 2026-10-23, GitHub's release-download redirects send about 11 KB of headers, which is over
:httpc's 10 KB default. So NIF downloads fail with{:header_too_long, {:max, 10240}}.This bumps
max_header_sizeto 64 KiB. The new test redirects with a 12 KB header, and it fails without the fix. Same fix as tailwind#142, rustler_precompiled#113, elixir_make#98 and xla#135.
