What did you change, and why?
Add the orchestrator workflow and five Claude role definitions using UG's packaged-skill layout. This base PR contains seven Markdown files and the upstream license; the README records the migration source and attribution.
The Python preference helper, installation and activation, smart-routing integration, tests, and build/lint support are in the dependent PR: #996. This layer does not activate orchestration.
