Preserve News from Nowhere source-to-Phi continuity

Summary

• Add project/news_from_nowhere_continuity.md as the maintained source-to-Phi record for the novel.
• Gather the seven settled onym forms, recurring place treatment, social and material vocabulary choices, narrator and evidential practice, continuing-speech convention, rejected renderings, open questions, and the chapters 1-6 checkpoint.
• Put the file behind an explicit isolation boundary: it is available for source-to-Phi work and cross-chapter review, but forbidden to every fresh Phi-to-English context.
• Mark NTP-03 complete under D117, make NTP-04 next, and add the record to the project/ index.

Why

The six translated chapters agree. Until this change, their series-wide choices were spread across canon, D097 through D100, chapter notes, and handoff material. Chapter 7 should not depend on reconstructing that state from memory. The new record keeps only choices another chapter may need. Unit history, source passages, English derivations, and certification evidence stay elsewhere.

What the record settles

• Guest, Dick, Bob or Robert, Boffin, Henry Johnson, Annie, and Jim retain their accepted Phi name forms. The Boffin and Henry Johnson forms remain two names for one person, and William stays exact in Morris beside Guest's self-chosen ne phemi.
• No place onym is currently active. The Thames, Hammersmith, Barn Elms, Epping Forest, London, and Bloomsbury keep their exact source identities beside contextual Phi descriptions.
• Recurring distinctions now have one home: alliance versus meeting, society versus community, commons and authority, work and coercion, exchange without an imported commercial system, school wordplay, gendered source categories, direct architectural toreku, and Ecological lomathu rather than Medical mokathi.
• Chapter 1 keeps its report-to-first-person handoff. Later narration keeps Guest as mia, uses evidentials only for the source actually claimed, and preserves epistemic distance inside the chapter 6 satire.
• A continuing speaker turn gets one framed opening assertion. Later assertions in the same uninterrupted turn remain bare continuations; a frame never stays syntactically open for another aligned unit to close.

Scope

This is an operational documentation change. It leaves the literary and language assets untouched, including every aligned translation layer and the lexicon. The record uses the full canonical vocabulary, including optional modules, as the standing source-to-Phi policy for the novel.

The optional wider command python3 scripts/validate_sentences.py --docs still reports two pre-existing diagnostics in the untouched documents/evaluation/narrative_test_corpus.md: PHS103 at line 46 and PHS115 at line 212. The CI sentence command above is clean, and this branch does not modify either diagnostic.
