Record changes
The roadmap now separates completed authored work from spontaneous conversation evidence. COR-03 is complete, while COR-04 and COR-05 retain their narrower dialogue and outside-evidence requirements. Incidental live lexicon totals have been removed where the count itself was not part of the finding; historical audit and migration counts remain where they carry evidence.
The development protocol now treats the grammar, particle system, and other non-content inventories as closed. A proposal must document a repeatable language-level defect, show why current Phi cannot resolve it, and receive an explicit maintainer decision before canon is reopened. The exceptional checklist then requires complete documentation, migration, and validation.
The deferred ledger no longer doubles as a completion archive. Shelf styling, entrance-page styling, and the finished legacy vocabulary prose audit remain recorded in the roadmap and development history instead.
