docs: add Simplified Chinese translation (README.zh.md)

Description

This pull request adds a comprehensive Simplified Chinese translation of the documentation (README.zh.md) for DeepSpeed-MII.

Key Changes

• Added README.zh.md covering:
  • DeepSpeed-MII overview and high-throughput low-latency inference positioning
  • Core technologies (Blocked KV Caching, Continuous Batching, Dynamic SplitFuse, High-Performance CUDA Kernels)
  • Legacy optimizations (DeepFusion, multi-GPU tensor slicing, ZeRO-Inference)
  • Architecture explanation and integration with DeepSpeed-Inference
  • Supported model families (Falcon, Llama, Llama-2, Llama-3, Mistral, Mixtral MoE, OPT, Phi-2, Qwen, Qwen2)
  • Quickstart guides for both Non-Persistent Pipelines and Persistent Deployments (gRPC server)
  • Multi-GPU tensor parallelism and model replica load-balancing
  • RESTful API gateway setup and client querying (curl & python requests)
  • Full configuration parameters reference for mii.pipeline(), mii.serve(), and client.generate()
  • Contribution guidelines (DCO signed-off commits) and Microsoft Open Source Code of Conduct
• Added SPDX Apache-2.0 and DeepSpeed Team license header to README.zh.md.
• Added bidirectional language switchers (English · 简体中文) in both README.md and README.zh.md.
• Added a volunteer maintenance note committing to long-term synchronization with upstream documentation updates.

All commits are signed off with -s per the repository's DCO requirement. No code or runtime configuration was altered.

Use an absolute URL for the PyPI language switcher

On the PyPI project page, this switcher cannot reach the translation: setup.py publishes README.md verbatim as the package's long description, so README.zh.md is resolved relative to the PyPI project URL, where that repository file is not available. Use an absolute repository URL (or rewrite the link during packaging) so users viewing the published package description can open the Chinese README.

Point the text-to-image link to the legacy example

In the Chinese README, this link leads to a nonexistent repository path. A repo-wide search finds the example only at mii/legacy/examples/benchmark/txt2img (which this README already links correctly on line 25), while there is no root-level examples/benchmark/txt2img, so readers following this documentation receive a 404.
