DEV: Stop reinstalling MinIO in plugin system tests - #222

The `discourse/discourse_test:release` image already includes MinIO binaries, so plugin system-test jobs do not need to install the latest versions on every run. This commit removes the redundant installation step while retaining the MinIO cache and host configuration used by system tests.
