Standalone static releases used docker-ce-cli and docker-ce filenames because archive names came from the distro package names. Those names obscured the distinction between the CLI and engine archives.

Renamed the standalone TGZ and Windows ZIP outputs to docker-cli and docker-engine, retaining the underscore before the version. Checksum files follow the new archive names automatically.

Archive contents and member directories remain unchanged, as do distro package names and the combined docker- archive.
