Error Details
[FAIL] System.Net.Http.Functional.Tests.PlatformHandler_HttpClientHandler_Http2_Test.SendAsync_RequestWithLatin1HeaderValue_Succeeds(safeChar: '...', headerType: Cookie)
System.Net.Http.HttpRequestException : Error while copying content to a stream.
---- System.IO.IOException : The read operation failed, see inner exception.
-------- System.Net.Http.WinHttpException : Error 12030 calling WINHTTP_CALLBACK_STATUS_REQUEST_ERROR, 'The connection with the server was terminated abnormally'.

Observed in the NativeAOT_Libs Windows legs of runtime-nativeaot-outerloop (def 265, build 1592310) and reproduced in the following build 1593527, so the failure is stable across builds. The safeChar / headerType theory arguments vary run to run, so the signature pairs the stable test-method name with the WinHttp WINHTTP_CALLBACK_STATUS_REQUEST_ERROR error.

Note
AI/Copilot-generated triage note.
This Known Build Error has no producible automated code change (reason: a non-deterministic WinHTTP transport/connection failure with no clear product or test defect to correct, and any change would either be a test-disable or a speculative product change to the WinHttpHandler HTTP/2 path), so I could not open even a best-effort PR. Looping in owners so it can be fixed forward rather than muted.
Root cause (best analysis)
On
runtime-nativeaot-outerloop(NativeAOT_Libs, windows-x86/x64),System.Net.Http.Functional.Tests.PlatformHandler_HttpClientHandler_Http2_Test.SendAsync_RequestWithLatin1HeaderValue_Succeedsfails when the connection is torn down mid-response:The test sends Latin1 header values over HTTP/2 through
WinHttpHandlerand expects success. Error12030(WINHTTP_CALLBACK_STATUS_REQUEST_ERROR, connection terminated abnormally) indicates the underlying WinHTTP HTTP/2 connection was reset during the response body copy. ThesafeChar/headerTypetheory arguments vary run to run, so this is not a single-input functional defect but a connection-level failure specific to the WinHttpHandler HTTP/2 path on the NativeAOT Windows legs. Without a deterministic repro this cannot be safely fixed by an automated change, and disabling the test is not permitted here.Evidence
Suggested reviewers / area contacts
area-System.Net.Http):@dotnet/nclA fix likely involves determining whether the WinHTTP HTTP/2 connection reset is a server/test-host teardown race (test-side) or a genuine WinHttpHandler HTTP/2 defect surfaced under NativeAOT on Windows, and hardening the appropriate side.

Moving to System.Net.Http, this is not native AOT specific. E.g. https://dev.azure.com/dnceng-public/public/_build/results?buildId=1596300&view=ms.vss-test-web.build-test-results-tab&runId=44069142&resultId=155528 is not native AOT.

Likely same underlying problem as #132004, however this is with
