ci: register merge_build_3x.yml for manual dispatch - #932

GitHub only shows the "Run workflow" button for a workflow path if that path exists on the default branch with a workflow_dispatch trigger. The "Homestore 3.x Build" workflow (.github/workflows/merge_build_3x.yml) only lives on the stable/v3.x-line branches (stable/v3.7.x, stable/v3.8.x, stable/v6.x), so it was never dispatchable, and there was no self-service way to refresh its Conan/IOMgr caches when they expire -- PRs against those branches would fail in "Load IOMgr Cache" with fail-on-cache-miss, and the only fix was a maintainer pushing/merging directly to the branch. Add a stub copy of this workflow on the default branch containing only the workflow_dispatch trigger. This registers the path so the "Run workflow" button appears; picking a stable/v3.x branch from "Use workflow from" runs that branch's own (real) copy of the file, refreshing its caches, self-service for anyone with repo Write access.
