ci: release workflow improvements

Changes:

1. Skip release-verification if prepare-release fails - don't waste runner time on expensive build/test/coverage when tagging fails
2. Add git config to tag creation step - fixes 'empty ident name' error that was blocking releases

Motivation:

Sequential job dependencies ensure the full release pipeline only runs when tag creation succeeds.
