Description

Add cache maintenance workflow to pre-populate GitHub Actions cache with QNX SDP and external dependencies. Requires updating cicd-workflows from v0.0.2 to latest.

Why cicd-workflows Update is Required

Current Version

• v0.0.2 (93aac16ada7d247bbb6ae926509ddea74cf5213a)
• Released before cache-maintenance.yml workflow existed
• Uses old caching model incompatible with proactive cache warming

Target Version

• Latest HEAD (c644440e1f98e65db039cd66bcaa557314e6201b)
• 44 commits ahead of v0.0.2
• Contains critical infrastructure for cache maintenance
