EoSim Sanity Gate reports success while four of its five dependencies can fail #150

.github/workflows/eosim-sanity.yml's sanity-gate job needs: five jobs — install-validate, nested-simulation, nested-guest-install, windows-sanity, macos-sanity — prints all five results, then exits non-zero only when install-validate is not success, and otherwise prints ✅ All EoSim sanity checks passed.

Observed, not inferred: run 35181688794 (master, 2026-09-17 04:22Z) has Windows Sanity failure, macOS Sanity failure, and EoSim Sanity Gate success. The same on 09-16. Executing the gate's shell body locally with this morning's needs values: exit 0, "All EoSim sanity checks passed".

eos and eBoot already run a gate that iterates toJSON(needs) and fails on any non-success (including skipped) and on an empty/null payload; eBoot's correctly went red this morning for its own Windows failures. ebuild's is the one copy that did not get it.

The underlying Windows/macOS failure (a wheel URL that 404s) is srpatcha's #121; this issue is only about the gate that hid it.
