Summary

• Route output sends made while processing an input event through that input partition's transaction, including when the sink topic is not subscribed and its partition metadata is unavailable.
• Preserve destination-partition routing for sends without an active source event.
• Add a regression test for an unassigned sink topic.

Addresses #517.

• tests/unit/transport/test_consumer.py: 116 passed.
