docs(audit-sinks): say syslog needs auth server v0.23.1 - #361

v0.23.0 refuses syslog sinks until their records carry the registered structured data ID. The CLI keeps the syslog flags and passes the server's refusal on, so no CLI release is needed when v0.23.1 lifts it. Refs fells-code/seamless-auth-api#586

Refs fells-code/seamless-auth-api#586 and #561 (v0.23 release).
Auth server v0.23.0 ships OTLP audit sinks only and refuses syslog with a 400 until 0.23.1 (fells-code/seamless-auth-api#587). The syslog record SD-ID needs the Fells Code IANA enterprise number first.
seamless audit-sinks --helpsays syslog needs auth server v0.23.1 or later.callout-commandschangeset says the same.Could not create audit sink (400: Syslog audit sinks are not available in this release; ...).The syslog flags stay, so nothing changes in the CLI when 0.23.1 lifts the gate.
